Joe La Cava explains to the LJCPA Trustees, pursuant to City Council Policy 600-24, if a new candidate receive just a single vote the new candidate is elected over a termed-out candidate with more votes. This policy is in place to encourage turn over on the board. Despite this rule, the LJCPA refuses to seat newly elected candidate Michael Morton and Joe La Cava refuses to step down.
